Completely false information. Umut T., a Turkish banker who first developed this software, is a software developer. With the latest updates to this software, it is a company called NSO Group, which further develops and provides paid services to the secret services.( CIA , MIT , MI6 )

Still, a large control of the software is in the hands of an anonymous person. This person is thought to be Umut T., who first developed the software.
