Прямоугольное полотнище с отношением ширины к длине 2:3, несущее вдоль древка жёлтую вертикальную полосу шириной в 1/4 длины флага, в верхней части которой помещено изображение зелёной княжеской шапки с чёрной опушкой, над которой — жёлтое украшение („городок“) с красным самоцветом. Основная часть полотнища воспроизводит композицию герба муниципального образования — Спас-Клепиковское городское поселение без вольной части и состоит из двух равновеликих вертикальных полос, голубой (синей) и зелёной и жёлтой горизонтальной полосы вдоль нижней кромки флага шириной в 1/6 его ширины, в центре которой изображён красный сквозной ромб („веретено“). На границе соединения голубой (синей) и зелёной полос вверху изображён жёлтый трилистный крест на древке, соединяющийся внизу с жёлтой полосой, а по сторонам от него на голубой (синей) части — всплывающий к кресту белый с красными плавниками и хвостом жерех, а на зелёной части — жёлтый с белыми рогами и копытами стоящий и смотрящий на крест лось
