This work is in the public domain in the United States because it meets three requirements:
it was first published outside the United States (and not published in the U.S. within 30 days),
it was first published before 1 March 1989 without copyright notice or before 1964 without copyright renewal or before the source country established copyright relations with the United States,
it was in the public domain in its home country (Türkiye) on the URAA date (1 January 1996).

Article 27 of Turkish Law No. 5846 on Intellectual and Artistic Works, which was in force on the URAA date and is still in force today, states that "in cases stated in the first paragraph of article 12 [which deals with works where the name of the owner is not stated], the protection period is 70 years from the date that the work becomes publicized." The Topkapı Saray Museum was opened to the public on 3 April 1924.[1] This portrait of Abdülmecid II thus entered the public domain in Turkey 70 years after it was made available to the public, i.e. in 1994.
